1 Object 目標(biāo)

　　The FIFA Code of Conduct defines the most important values and principles for behaviour and conduct within FIFA as well as with external parties. The observance of the principles laid down in the Code of Conduct is essential to FIFA and its objectives, in particular to protect and improve the game of football constantly and promote it globally in the light of its unifying, educational, cultural and humanitarian values, particularly through youth and development programmes, and prevent any methods or practices which might jeopardise the integrity of matches or competitions or give rise to abuse of association football.

　　遵守《行為準(zhǔn)則》中所制定的條例對(duì)國(guó)際足聯(lián)及其發(fā)展目標(biāo)而言至關(guān)重要，尤其是為了長(zhǎng)期維護(hù)和改良足球這項(xiàng)運(yùn)動(dòng)，并在全球范圍內(nèi)對(duì)其統(tǒng)一，教育，文化及人文價(jià)值在青少年和發(fā)展項(xiàng)目中進(jìn)行推廣。此外，遵守這些條例還能防止一切可破壞足球比賽誠(chéng)信的手段和行為。

　　2 Scope of application 適用范圍

　　The Code of Conduct applies to all members of the FIFA family, namely:

　　– Officials: officials are all board members, committee members, referees

　　and assistant referees, coaches, trainers and any other persons

　　responsible for technical, medical and administrative matters at FIFA,

　　a confederation, association, league or club

　　– FIFA employees

　　– Players

　　– Associations, members of associations, match officials, player’s agents and match agents as defined in the FIFA Statutes

　　該行為準(zhǔn)則適用于國(guó)際足聯(lián)大家庭，即：

　　–官員：官員指足球領(lǐng)域所有類(lèi)型的官員，如委員會(huì)成員、裁判員和助理裁判員、教練員、訓(xùn)練員及各種技術(shù)官員，隊(duì)醫(yī)和國(guó)際足聯(lián)、洲際足聯(lián)、會(huì)員協(xié)會(huì)、聯(lián)賽及俱樂(lè)部。

　　3  Eleven core principles for behaviour and conduct  十一條核心條款行為舉止要求

　　As a member of the FIFA family, we shall at all times comply with the following principles:

　　3.1 Integrity and ethical behaviour 正直和道德行為

　　We all behave ethically and act with integrity in all situations, keeping in mind that a reputation for integrity is of the utmost importance to FIFA and its objectives.

　　在任何情況下，我們都應(yīng)言行正直，講道德，保持國(guó)際足聯(lián)和自身目標(biāo)至高無(wú)上誠(chéng)信聲望。

　　3.2 Respect and dignity 尊重與自尊

　　We treat everyone with respect, and protect the personal dignity, privacy and personal rights of every human being.

　　我們應(yīng)當(dāng)尊重他人并保護(hù)他人的自尊、隱私和個(gè)體權(quán)力。

　　3.3 Zero tolerance of discrimination and harassment 對(duì)歧視和侵?jǐn)_零容忍

　　We are committed to a diverse culture. There shall be no discrimination as a result of race, ethnicity, origin, skin colour, nationality, religion, age, gender,language, physical appearance, sexual orientation or political opinion, or engagement in any kind of verbal or physical harassment based on any of the above-mentioned or any other criteria.

　　我們保護(hù)多元文化，不歧視包括種族、種族地位、出身、膚色、國(guó)籍、宗教、年齡、性別、語(yǔ)言、體貌、性取向、政治觀點(diǎn)、契約等上述提及或其他方面的任何言語(yǔ)及行為侵?jǐn)_。

　　3.4 Fair play 公平競(jìng)賽

　　We believe in the importance of fair play guiding us at all times in all our actions and decisions.

　　3.5 Compliance with laws, rules and regulations 服從法律、規(guī)則及規(guī)程

　　We comply with all applicable laws and adhere to internal rules and regulations, including respecting stakeholders’ interests.

　　我們遵守所有適用法律以及相關(guān)國(guó)內(nèi)法規(guī)、規(guī)程，包括尊重各方利益。

　　3.6 Avoidance of conflicts of interest 避免利益沖突

　　We act always in the best interests of FIFA and its objectives. It is the personal responsibility of each member of the FIFA family to avoid any conflict of interest.

　　我們永保對(duì)國(guó)際足聯(lián)和其目標(biāo)的最高關(guān)注，避免任何利益沖突是每名大家庭成員的個(gè)人責(zé)任。

　　3.7 Transparency and compliance 透明與服從

　　We seek transparency and strive to maintain a good compliance culture with checks and balances.

　　3.8 Social and environmental responsibility 社會(huì)與環(huán)境責(zé)任

　　We are committed to taking our social and environmental responsibility seriously. We want to contribute to positive social change through football, and aim to minimise the negative impact of all our activities on the environment and to promote sustainability within our sphere of influence.

　　我們確保實(shí)現(xiàn)我們嚴(yán)肅的社會(huì)和環(huán)境責(zé)任。我們希望通過(guò)足球促進(jìn)積極的社會(huì)變化，并致力于降低我們所有活動(dòng)對(duì)環(huán)境造成的負(fù)面影響，并延伸我們的影響范圍。

　　3.9 Fight against drugs and doping與禁藥和興奮劑做斗爭(zhēng)

　　We want to play a pioneering role in the fight against drugs and doping in sport. We are strictly against drugs and all doping practices.

　　我們想在體育中扮演與禁藥和興奮劑做斗爭(zhēng)的先鋒。我們嚴(yán)格地抵制使用禁藥及興奮劑。

　　3.10 Zero tolerance of bribery and corruption 對(duì)賄賂和腐敗零容忍

　　We reject and condemn all forms of bribery and corruption.

　　我們抵制和譴責(zé)所有形式的賄賂和腐敗

　　3.11 No betting or manipulation 不賭球和操控比賽

　　We do not take part in betting connected with football and do not tolerate any form of manipulation or unlawful influencing of match results.

　　我們不參與任何與足球相關(guān)的賭博，不容忍任何形式的操控比賽及非法影響比賽結(jié)果。

　　4.Enforcement 施行

　　This Code of Conduct was adopted at the Congress in Budapest on 25 May 2012 and comes into force on 25 July 2012.

　　該行為準(zhǔn)則在2012年5月25日在國(guó)際足聯(lián)布達(dá)佩斯代表大會(huì)上通過(guò)，與當(dāng)年7月25日施行。
